On a PC, you can use some media players like VLC to handle the conversion process. The VLC Media Player is free, but the process seems to be a little bit complicated for some users. Here are the steps. 

Step 1. Launch VLC Media Player on your computer, click "Media" from the top menu, and then select "Convert/Save."

Step 2. A new box will pop up to let you add videos, just click "Add" to import the video, then click "Convert/Save/"

Step 2. Click "File" from the top menu, select "Export As," and then choose "Audio Only."

Note: The Shortcuts feature is brought by iOS 12, so make sure your device is running iOS 12 or a later version.
